Water quality tests taken on Sunday at the closest beach - Orchard Beach in the Bronx - and in the Verrazano Bridge area found no violations of health standards for swimming, and all city beaches remained open yesterday. But in wet weather, even five pumps cannot accommodate the sewage, and as a result perhaps tens of millions of gallons more than during a usual storm were diverted yesterday untreated into the plant's outlet at Hell Gate, where the Harlem and East Rivers meet, and probably flowed from there toward the Hudson River and Long Island Sound. Discharges of raw sewage during dry weather remain relatively common, although rarely do the releases reach the level of the spill on Sunday. Dry-weather dSafety valves ischarges usually occur because of maintenance problems or scheduled construction projects. Besides Wards Island, four other plants are operating at, near or above design capacity. State permits for the sewage plants require that they operate within design capacity; failure to do so can result in a ban on new sewer hookups. The Newtown Creek plant in Brooklyn, the city's largest plant, faces such a ban by the end of this month. But last year the city and state signed an agreement modifying the September 1988 permit for the Wards Island plant, removing the threat of a sewer hookup ban until 1996 if the city pursued stronger water conservation meausures and added plant capacity. In effect, the state found there was no chance that the plant could stay within its design capacity. Electrical systems for two of the five pumps at Wards Island were damaged by the fire. Engineers are trying to rewire the less seriously damaged of the two so it can be restarted. Even before the rainstorm, as many as 7 million gallons of untreated waste flowed into the water because one of the three operating pumps shut down unexpectedly yesterday between 2 A.M. and 10 A.M. Terming the Wards Island accident ''inexcusable,'' Alan I. Reducing Valves Mytelka, director of the Interstate Sanitation Commission, a regional regulatory and enforcement agency, said, ''These things are bound to happen if you don't have adequate maintenance and backup systems.''
